Chapter 1 General Provisions

Article 2 Intra-party supervision is guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", and the Scientific Outlook on Development, thoroughly implements the spirit of General Secretary Xi Jinping's series of important speeches, and focuses on coordinating the promotion of the "five-in-one" overall Deploy and coordinate the promotion of the "Four Comprehensives" strategic layout, respect the party constitution, govern the party in accordance with regulations, adhere to the combination of inner-party supervision and people's supervision, and enhance the party's self-purification, self-improvement, self-innovation, and self-improvement under the conditions of long-term governance. , to ensure that the party remains the strong leadership core of the cause of socialism with Chinese characteristics.

Article 3 Intra-Party supervision has no restricted areas and no exceptions. Trust is no substitute for oversight. Party organizations at all levels should combine trust and encouragement with strict supervision, and urge leading party cadres to be responsible for their powers and responsibilities, and to be supervised when using their powers and be held accountable for failure to account.

Article 4 Intra-Party supervision must implement democratic centralism, be conducted in accordance with regulations and disciplines, strengthen top-down organizational supervision, improve bottom-up democratic supervision, and give play to the role of mutual supervision at the same level. Adhere to punish the former and avoid the latter, cure the disease and save the person, catch the early and catch the small, and prevent the small and the gradual.

Article 5 The task of intra-party supervision is to ensure that the party constitution, party rules and discipline are effectively implemented in the whole party, to maintain the unity and unity of the party, and to focus on solving the weakening of the party's leadership, the lack of party building, the ineffectiveness of comprehensively and strictly governing the party, the indifference of the party's concept, The organization is lax, the discipline is lax, and the party's management of the party is loose and soft, ensuring that the party's organization can fully perform its functions and play its core role, ensure that all party members play a vanguard and exemplary role, and ensure that the party's leading cadres are loyal, clean and responsible.

The main contents of inner-party supervision are:

(1) Abide by the party constitution and party rules, strengthen ideals and beliefs, practice the purpose of the party, and model compliance with the constitution and laws;

(2) Maintain the centralized and unified leadership of the Party Central Committee, firmly establish political awareness, overall situation awareness, core awareness, and alignment awareness, implement the Party's theory, line, principles and policies, and ensure that the whole party prohibits orders;

(3) Adhere to democratic centralism, take political life within the party seriously, and implement the principle that individual party members obey the party's organization, the minority obeys the majority, lower-level organizations obey higher-level organizations, and all party organizations and all party members obey the party's National Congress and Central Committee. ;

(4) Implementing the responsibility of strictly governing the party in an all-round way, strictly clarifying the party's discipline, especially political discipline and political rules, and promoting the construction of a clean and honest party and the work of anti-corruption;

(5) Implement the spirit of the eight central regulations, strengthen the construction of work style, closely contact the masses, and consolidate the party's ruling foundation;

(6) Adhere to the party's cadre standards, establish a correct orientation for selecting and employing personnel, and implement the regulations on the selection and appointment of cadres;

(7) Integrity, self-discipline, and integrity of public rights;

(8) Completion of the tasks deployed by the Party Central Committee and higher-level Party organizations.

Article 6 The key objects of intra-Party supervision are the Party's leading organs and leading cadres, especially the main leading cadres.

Article 7 Inner-party supervision must put discipline in the forefront, use the "four forms" of supervision and discipline, often carry out criticism and self-criticism, interviews and inquiries, and make "red face, sweating" become the norm; Party discipline is punished lightly . Organizational adjustment has become the majority of disciplinary violations; Party disciplines are severely punished, and major position adjustments have become a minority; serious violations of discipline and suspected violations have become a very small number.

Article 8 Leading party cadres should strengthen self-discipline, frequently check their words and deeds against the party constitution, consciously abide by the principles of political life within the party, the principles of integrity and self-discipline, strengthen the cultivation of party spirit, cultivate moral sentiments, and forever maintain the political character of the Communists.

Article 9 Establish and improve an intra-party supervision system under the unified leadership of the Party Central Committee, comprehensive supervision by the Party Committee (Party Group), dedicated supervision by the disciplinary inspection organs, functional supervision by the Party's work departments, daily supervision by the Party's grass-roots organizations, and democratic supervision by Party members.

Chapter 2 Supervision of the Central Organization of the Party

Article 10 The Central Committee of the Party, the Political Bureau of the Central Committee, and the Standing Committee of the Political Bureau of the Central Committee shall comprehensively lead the supervision work within the Party. The plenary meeting of the Central Committee listens to the work report of the Political Bureau of the Central Committee every year, supervises the work of the Political Bureau of the Central Committee, and deploys the major tasks of strengthening inner-party supervision.

Article 11 The Political Bureau of the CPC Central Committee and the Standing Committee of the Political Bureau of the CPC Central Committee regularly study and arrange to carry out study and education in the whole party, find problems and correct deviations in the spirit of rectification; listen to and review reports on the implementation of the spirit of the eight central regulations of the whole party, and strengthen the construction of work style Supervision and inspection; listen to the work report of the Standing Committee of the Central Commission for Discipline Inspection; listen to the report of the central inspection, and achieve full coverage of the central inspection within one term. Article 12 The members of the Central Committee must strictly abide by the Party's political discipline and rules, and should resolutely resist any other member's behavior that violates the Party Constitution, undermines the Party's discipline, or endangers the Party's unity and unity, and promptly reports to the Party Central Committee. Regarding the opinions of the members of the Political Bureau of the Central Committee, their real names shall be reported to the Standing Committee of the Political Bureau of the Central Committee or the Standing Committee of the Central Commission for Discipline Inspection in writing or in other forms.

Article 13 Members of the Political Bureau of the CPC Central Committee shall strengthen the supervision of members of directly responsible departments, local and regional Party organizations and leading groups, and regularly communicate with the principals of relevant localities and departments on their fulfillment of the responsibility for comprehensively and strictly governing the Party, integrity and self-discipline, etc. Have a conversation.

Article 14 Members of the Political Bureau of the Central Committee shall strictly implement the eight regulations of the Central Committee, consciously participate in dual organizational life, and truthfully report personal important matters to the Party Central Committee. Chapter 3 Supervision of the Party Committee (Party Group)

Article 15 The party committee (party group) has the main responsibility for the supervision within the party, the secretary is the first responsible person, and the members of the party committee standing committee (members of the party group) and the party committee members perform their supervisory duties within the scope of their duties. The Party Committee (Party Group) shall perform the following supervisory responsibilities:

(1) To lead the intra-party supervision work of the local department and the unit, organize the implementation of various supervision systems, and do a good job in supervision and inspection;

(2) Strengthening the leadership of the discipline inspection commission at the same level and the discipline inspection work within its jurisdiction, and inspecting its supervision and accountability work;

(3) Supervise the members of the Standing Committee of the Party Committee (members of the Party Group), members of the Party Committee, the Disciplinary Committee at the same level, the Party's work department, and the leadership team of the Party organization directly under the leadership and their members;

(4) Put forward opinions and suggestions on the work of the superior party committee and the discipline inspection commission, and carry out supervision.

Article 16 Party work departments shall strictly implement various supervision systems, strengthen intra-Party supervision within the scope of their duties, and strengthen both internal supervision of their own departments and units, and daily supervision of their own systems.

Article 17 Intra-party supervision must strengthen the supervision of the main leaders of the party organization and leading cadres in key positions, focusing on supervising their political positions, strengthening party building, strictly governing the party, implementing the party's resolutions, and selecting and employing people in a fair and upright manner. Responsibility, integrity and self-discipline, and the implementation of the ideological work responsibility system.

Higher-level party organizations, especially their principals, should ask and remind the principals of lower-level party organizations more often, and correct problems in a timely manner. If members of the leadership team find that there is a problem with the main person in charge of the team, they should raise it in a timely manner, and if necessary, they can report directly to the higher-level party organization.

Personal matters related to the main person in charge of the party organization should be disclosed within a certain scope within the party, and they should take the initiative to accept supervision.

Article 18 The party committee (party group) shall strengthen the daily management and supervision of leading cadres, and master their thinking, work, style, and living conditions. Leading Party cadres should often carry out criticism and self-criticism, dare to face up to, deeply analyze, and take the initiative to correct their own shortcomings and mistakes; they should dare to point out the shortcomings and mistakes of comrades and help them improve.

Article 19 Inspection is an important method of inner-Party supervision. The central and provincial, autonomous region and municipal party committees will conduct comprehensive inspections of the party organizations in the local, departmental, enterprise and public institutions they manage during their term of office. Inspect the party organization and the party's leading cadres, respect the party constitution, party leadership, party building and the implementation of the party's line, principles and policies, fulfill the responsibility of comprehensively and strictly governing the party, enforce party discipline, implement the spirit of the eight central regulations, and party style Integrity building and anti-corruption work, as well as personnel selection and employment. Identify problems, form shock and deterrence, promote reform and development, and play the role of strict party governance.

The central inspection work leading group shall strengthen the leadership of the inspection work of the party committees of provinces, autonomous regions, and municipalities directly under the Central Government, the relevant ministries and commissions of the central government, and the party groups (party committees) of the central state organs and departments. The party committees of provinces, autonomous regions, and municipalities directly under the Central Government should promote the party's city (prefecture, state, league) and county (city, district, banner) committees to establish an inspection system, so that strict governance of the party can be extended to the grassroots.

Article 20 Strictly the party's organizational life system, democratic life meetings should be regular, and important or common problems should be convened in a timely manner. The democratic life meeting focuses on solving outstanding problems. Leading cadres should clarify and thoroughly discuss the issues reported by the masses, inspect feedback, and organize interviews and letters at the meeting, carry out criticism and self-criticism, propose rectification measures, and accept organizational supervision. The higher-level party organization should strengthen the guidance and supervision of the democratic life meeting of the lower-level leadership, and improve the quality of the democratic life meeting.

Article 21 Adhere to the system of intra-party talks, and earnestly carry out reminder talks and admonition talks. If a leading cadre is found to have signs or tendencies in ideology, style, discipline, etc., the person in charge of the relevant party organization should remind him to talk to him in a timely manner; if a minor violation of discipline is found, the person in charge of the higher party organization should advise him and talk to him, and the I make an explanation or review and report it to the higher-level discipline inspection commission and organization department after it is signed by the main person in charge of the party organization where I belong.

Article 22 Strictly implement the cadre inspection and evaluation system, comprehensively inspect the performance of morality, ability, diligence, performance, and integrity, emphasizing both political achievements and political morality, focusing on the performance of implementing the decisions and arrangements of the Party Central Committee and higher-level Party organizations, and fulfilling the management of the Party. The responsibility for running the party, the position on major issues of principle, the attitude towards the people, the situation of completing urgent, difficult, dangerous and heavy tasks. During the inspection and assessment, the main person in charge of the party organization should make a realistic evaluation of the team members. The assessment comments will be loaded into the cadre file after meeting with me. Implement the responsibility of the main person in charge of the party organization in all aspects of cadre selection, inspection, decision-making, etc., and those who are oversight and negligent should be seriously held accountable.

Article 23 Leading cadres of the party shall be responsible for the above-mentioned accountability at the enlarged meeting of the standing committee (or party group) of the party committee every year, and accept comments. The focus of narrating responsibilities and integrity is the implementation of political discipline and political rules, fulfilling the responsibility of governing the party, promoting the construction of party conduct and clean government and anti-corruption work, as well as the implementation of integrity and discipline. The report on accountability and integrity should be included in the integrity file and made public within a certain range.

Article 24: Adhere to and improve the reporting system for leading cadres' personal matters. Leading cadres should truthfully report personal matters in accordance with regulations, report major personal and family situations in a timely manner, and ask for instructions in advance to report leaving posts or where they work. Relevant departments should strengthen random inspection and verification. Those who deliberately falsely report and conceal important personal matters, tamper with and forge personal archives and materials, shall be severely investigated and dealt with.

Article 25 Establish and improve the record system for leading party cadres to intervene in major matters, and report to the higher-level party organization in a timely manner when problems such as the use of their positions to facilitate and illegally interfere in the selection and appointment of cadres, project construction, discipline and law enforcement, and judicial activities are found.

Chapter 4 Supervision of the Party's Disciplinary Inspection Committee

Article 26 Disciplinary inspection committees at all levels of the party are the special organs for inner-party supervision, perform the responsibility of supervision and discipline enforcement, strengthen the compliance of party organizations and leading cadres within their jurisdiction with the party constitution, party rules and discipline, and implement the party's line Supervision and inspection of policies and policies, and undertake the following specific tasks:

(1) Strengthen supervision over the performance of duties and exercise of power by Party committees at the same level, especially members of the Standing Committee, Party work departments, Party organizations under direct leadership, and Party leading cadres;

(2) Implement the dual leadership system for disciplinary inspection work. The discipline inspection work is dominated by the leadership of the higher-level Disciplinary Commission. The handling of clues and the discipline inspection are reported to the higher-level Disciplinary Commission while reporting to the Party Committee at the same level. Article 27 Disciplinary inspection organs must give top priority to maintaining the party's political discipline and rules, resolutely correct and investigate and punish those who have policies at the top and countermeasures at the bottom. , forming gangs, deceiving organizations, confronting organizations, etc.

Article 28 The discipline inspection team stationed by the Disciplinary Commission shall be responsible for the dispatching agency, strengthen the supervision of the leading group of the supervised unit, its members, and other leading cadres. If any problem is discovered, report it to the dispatching agency and the party organization of the supervised unit in a timely manner, and be conscientiously responsible for investigation and disposal. , making recommendations for those requiring accountability.

The dispatched agency should strengthen the leadership of the dispatched discipline inspection team, regularly interview the main person in charge of the party organization of the supervised unit and the dispatched discipline inspection team leader, and urge them to implement the responsibility of managing the party and governing the party.

The dispatched discipline inspection team should report to the dispatched office regularly with the actual situation and specific problems, and at least once every six months, together with the party organization of the supervised unit, conduct a special study on the construction of party conduct and clean government and anti-corruption work. It is dereliction of duty to fail to discover the problems that can be found, and it is dereliction of duty to fail to report or deal with the problems that can be found, and they must be held accountable.

Article 29 Conscientiously handle complaints and reports, do a good job of classifying and handling problem clues, early detection and early reporting, timely reporting of the situation of leading cadres with outstanding social reflections and poor public evaluation, and important reporting matters should be studied collectively. Regularly analyze and judge the situation of petition reports, put forward targeted handling opinions on typical and common problems reported by petitions, and urge localities and departments with relatively concentrated petition reports to find and analyze the reasons and make serious rectifications.

Article 30: The selection and appointment of cadres is strictly controlled by "replying to opinions on party conduct and integrity", comprehensively analyzing the situation grasped in daily work, strengthening analysis and judgment, seeking truth from facts to evaluate the integrity of cadres, and preventing "promotions due to illness" and "employment due to illness".

Article 31 After receiving a report on a cadre's general disciplinary violations, you should promptly check with yourself, remind you of conversations, and make inquiries about interviews, so that the cadres can clarify the problem. The interviewee can be interviewed together with the main person in charge of the party organization where he or she belongs; the person in charge of the respondent's explanation of the inquiries should be signed by the main person in charge of the party organization he belongs to and then reported to the higher-level disciplinary committee. Records of conversations and responses to inquiries should be carefully verified and archived for future reference. If no problem is found, it should be settled and clarified, and those who do not truthfully explain the situation should be dealt with seriously.

Article 32 Conduct discipline inspections in accordance with regulations and disciplines. The key inspections do not converge and do not stop. The clues to problems are concentrated and the masses have strong reactions. Leading cadres who are currently in important positions and may need to be promoted and used, the three types of situations are met at the same time. is the top priority. The disciplinary review should find out the facts of disciplinary violations, and let the reviewers start with studying the party constitution, and examine and analyze themselves in terms of ideals, beliefs, principles, party spirit, work style and discipline, etc.

Article 33: Those who violate the spirit of the eight-point regulation of the Central Committee, those who are seriously violated discipline and are subject to investigation and expulsion from the Party, those who are held accountable for serious dereliction of duty and responsibility, as well as those who are unhealthy and corrupt that occur around the masses and have a bad influence, should be named. Article 34 Strengthen the supervision of disciplinary inspection organs. If a discipline inspection organ or its staff is found to have violated discipline, it must be dealt with severely. Disciplinary inspection organs at all levels must strengthen their own construction, improve internal control mechanisms, and consciously accept internal party supervision, social supervision, and public supervision to ensure that power is strictly restrained. Chapter 5 The Party's Grassroots Organizations and the Supervision of Party Members

Article 35 The Party's grass-roots organizations shall play the role of fighting fortresses and perform the following supervisory duties:

(1) Strictly enforce the Party's organizational life, carry out criticism and self-criticism, supervise Party members' earnest performance of their obligations, and ensure that Party members' rights are not infringed;

(2) Understand the criticisms and opinions of Party members and the masses on the Party's work and the Party's leading cadres, regularly report the situation to higher-level Party organizations, and put forward opinions and suggestions;

(3) Maintain and enforce party discipline, and promptly educate or deal with party members and cadres that violate discipline. If the problem is serious, it should be reported to the higher-level party organization.

Article 36 Party members shall, in a highly responsible attitude towards the cause of the Party and the people, actively exercise the rights of Party members and perform the following supervisory obligations:

(1) Strengthen democratic supervision of leading party cadres, and promptly report the opinions and demands of the masses to party organizations;

(2) Criticize any Party organization and any Party member on a grounded basis at Party meetings, and expose and correct shortcomings and problems in the work;

(3) Participate in the evaluation of leading cadres carried out by the party organization, have the courage to touch on contradictions, point out shortcomings and mistakes, and dare to be truthful and fight against wrong words and deeds;

(4) Responsibly expose and report to the party the fact that any party organization or any party member violates discipline and law, resolutely opposes all factional activities and small group activities, and resolutely fights against corruption.

Chapter VI Combination of Inner Party Supervision and External Supervision

Article 37 Party committees at all levels shall support and ensure that the people's congresses, governments, supervisory organs, judicial organs, etc. at the same level supervise state organs and public officials in accordance with the law, the CPPCC shall conduct democratic supervision in accordance with the articles of association, and audit institutions shall conduct audit supervision in accordance with the law. Relevant state organs shall report to the relevant party organizations in a timely manner if they find that leading party cadres have violated party rules and discipline and need to be dealt with by the party organization. When the auditing organ finds clues about the suspected violation of discipline by a leading party cadre, it shall report it to the party organization at the same level, and if necessary, to the party organization at a higher level, and transfer the clues to the relevant discipline inspection organs for handling in accordance with regulations.

If a leading party cadre is found to have seriously violated discipline and is suspected of committing a crime during the disciplinary review, a decision on party disciplinary sanctions should be made first, and then transferred to the administrative and judicial organs for handling. Law enforcement agencies and judicial agencies shall report cases involving leading party cadres in accordance with the law, and shall notify the party committee and discipline inspection commission at the same level; the party organization to which the cadre belongs shall, in accordance with relevant regulations, suspend the rights of relevant party members; be investigated for criminal responsibility in accordance with the law, or even if it does not constitute Those who commit a crime but are suspected of violating discipline shall be transferred to the Disciplinary Commission for handling in accordance with discipline.

Article 38 The Communist Party of China and the democratic parties coexist for a long time, supervise each other, treat each other with sincerity, and share weal and woe. Party organizations at all levels should support democratic parties in performing their supervisory functions, attach importance to the opinions, criticisms, and suggestions put forward by democratic parties and people without party affiliation, and improve mechanisms for information, communication, feedback, and implementation.

Article 39 Party organizations at all levels and leading Party cadres should take it seriously and consciously accept social supervision, use Internet technology and information technology to promote the openness of Party affairs, broaden supervision channels, and humbly accept criticism from the masses. News media should adhere to the unity of party spirit and people's nature, adhere to the correct orientation, strengthen public opinion supervision, analyze typical cases, and play a warning role.

Chapter VII Rectification and Guarantee

Article 40 The party organization shall truthfully record and centrally manage the problems and clues discovered in the inner-party supervision, timely understand and verify it, and make corresponding handling; those that do not fall within the scope of handling at the same level shall be transferred to the authorized party organization for handling.

Article 41 The party organization shall rectify the problems found in the supervision and make sure that they are in order. The results of the rectification should be reported to the higher-level party organization in a timely manner, and if necessary, it may be notified to the lower-level party organization and party members, and disclosed to the public.

Clues on disciplinary violations assigned by higher-level party organizations and handed over by inspections, etc., should be dealt with in a timely manner, and the handling situation should be reported within 3 months.

Article 42 The Party Committee (Party Group) and Disciplinary Committee (Disciplinary Inspection Group) shall strengthen the supervision and inspection of the fulfillment of intra-Party supervision responsibilities and the implementation of rectification of problems. , in accordance with the "Chinese Communist Party Disciplinary Action Regulations", "Chinese Communist Party Accountability Regulations" and other regulations.

Article 43 Party organizations shall protect Party members' right to know and supervise, and encourage and support Party members to play an active role in intra-Party supervision. It is recommended that the real name of the agency reflect the facts of disciplinary violations, and the party organization should keep the whistleblower and accuser strictly confidential, and give them feedback on the handling situation in an appropriate way. Those who interfere, obstruct supervision, or retaliate against supervisors will be dealt with severely according to discipline.

Article 44 Party organizations shall protect the rights of defense, appeal and other related rights of the object of supervision. After investigation, if the object of supervision has no wrongdoing, clarification and rectification shall be made. Those who insult, slander, or frame others in the name of supervision shall be dealt with severely according to discipline; those suspected of committing crimes shall be transferred to judicial organs for handling. If the object of supervision is dissatisfied with the handling decision, he may file an appeal in accordance with the provisions of the Party Constitution. Relevant party organizations should seriously reconsider the review and make a conclusion.

Chapter VIII Supplementary Provisions

Article 45 The Central Military Commission may formulate relevant regulations in accordance with these Regulations.

Article 46 The Central Commission for Discipline Inspection shall be responsible for the interpretation of these Regulations.

Article 47 These Regulations shall come into force on the date of promulgation.
