Convey and study the important speech delivered by Xi Jinping at the 19th Collective Study of the Political Bureau of the 20th CPC Central Committee

　　On the morning of February 28, the Political Bureau of the Central Committee of the Communist Party of China (CPC) held its 19th collective study session on building a higher-level secure China. Xi Jinping, General Secretary of the CPC Central Committee, presided over the study session and stressed that building a higher-level secure China is crucial for national prosperity and development, a better life for the people, and long-term stability. We must unswervingly implement the overall national security view, and continue to strive for greater national security, greater social order, greater governance effectiveness, and greater satisfaction among the people, thereby pushing the building of a secure China to a higher level.

　　Li Yan, Vice President and Professor of Southwest University of Political Science and Law, gave a lecture on this issue and offered suggestions. The comrades of the Central Political Bureau listened attentively to the lecture and held discussions.

　　Xi Jinping delivered an important speech after listening to the lecture and the discussion. He pointed out that since the 18th National Congress of the CPC, the Party Central Committee has continuously improved the national security leadership system, legal system, strategic system, and policy system; improved the social governance system; strengthened overall social security prevention and control; focused on improving public security governance; resolutely safeguarded national sovereignty, security, and development interests; and successfully created a new chapter in the "two miracles" of rapid economic development and long-term social stability. Adapting to the changing situation and tasks, the construction of a secure China can only be strengthened, not weakened.

　　Xi Jinping stressed that the overall national security view is an important guideline for building a higher-level secure China and must be unswervingly implemented. All levels of Party committees and governments must adhere to systematic thinking, further establish the concept that development is paramount and security is also paramount, consciously unifying development and security in their work, planning together, deploying together, and promoting each other. We must adhere to the principle of "one national chessboard" and concerted efforts from top to bottom, creating conditions for overall national security by ensuring the safety of every region, area, and industry, and laying a solid foundation for national long-term stability by promptly and effectively resolving various security issues.

　　Xi Jinping pointed out that the building of a secure China is for the people and also relies on the people. We must continuously improve people's livelihood, steadily promote common prosperity, effectively protect the legitimate rights and interests of the people, and uphold social fairness and justice. We must improve the social governance system, improve social work systems and mechanisms, and build a social governance community where everyone is responsible, everyone performs their responsibilities, and everyone enjoys the benefits. We must cultivate a social mentality of self-respect, self-confidence, rationality, peace, and positivity, and promote the new era ethos of boldness, dedication, the rule of law, and civility.

　　Xi Jinping emphasized that preventing and resolving various risks is an important task in building a secure China. We must prioritize safeguarding national political security and resolutely safeguard national power security, system security, and ideological security. We must improve the public security system, promote the transformation of public security governance from post-incident response to proactive prevention, and strengthen work in areas such as disaster prevention, mitigation, and relief; safety production; food and drug safety; cybersecurity; and artificial intelligence security. We must focus on preventing risks in key areas.

　　Xi Jinping pointed out that to build a higher-level secure China, we must strengthen overall social security prevention and control. We must combine special governance with systematic governance, governance according to law, comprehensive governance, and source governance; develop and expand the forces of mass prevention and control; and build a truly impregnable wall of defense. We must uphold and develop the "Fengqiao Experience" of the new era, promote the rule of law in handling visits and complaints, and promptly and effectively resolve various contradictions and disputes.

　　Xi Jinping stressed that the leadership of the Party is the fundamental guarantee for building a secure China. We must always uphold the absolute leadership of the Party Central Committee over national security work and political and legal work, and fully leverage the leading role of Party committees at all levels in overall planning and coordination of security construction. We must strengthen positive publicity and public opinion guidance, and focus on using modern technological means to improve the efficiency of social governance. We must forge a new era political and legal force that is loyal, clean, and responsible.
