After the late Ming Dynasty, the policy of closing the country was implemented, missing the opportunities of the Industrial Revolution and the technological revolution, leading China to gradually decline under internal contradictions and the impact of the Western modernization wave. The Opium War in 1840 became the "last straw that broke the camel's back," and China gradually became a semi-colonial and semi-feudal society, suffering unprecedented calamities. In order to escape the tragic fate of being backward and bullied, the Chinese people rose up in resistance, and benevolent individuals sought various attempts for national rejuvenation. The Self-Strengthening Movement attempted to "learn from the West to control the West," the Hundred Days' Reform sought to strengthen through reform, and Mr. Sun Yat-sen led the Xinhai Revolution to achieve modernization through plans like a bourgeois republic and revitalizing industry, but all ended in failure. The heavy responsibility of exploring the path of modernization for China historically fell on the Communist Party of China.

  In a semi-colonial and semi-feudal society, achieving modernization is impossible. During the period of the New Democratic Revolution, our party united and led the people, fighting bravely and unyieldingly. After the Northern Expedition, the Land Revolution War, the War of Resistance Against Japan, and the Liberation War, we overthrew the three mountains of imperialism, feudalism, and bureaucratic capitalism, establishing the People's Republic of China where the people are the masters, achieving national independence and people's liberation, creating fundamental social conditions for modernization.

  After the founding of the new China, our party united and led the people in the socialist revolution, eliminating the feudal system that had lasted for thousands of years in China, establishing the basic socialist system, and achieving the most extensive and profound social transformation in the history of the Chinese nation, laying the fundamental political premise and institutional foundation for modernization construction. At that time, our country was extremely poor, with even daily necessities like kerosene, matches, and iron nails referred to as foreign oil, foreign fire, and foreign nails. To quickly change this backward situation, our party undertook arduous exploration, proposing to build our country into a socialist power with modern agriculture, modern industry, modern national defense, and modern science and technology. After implementing several five-year plans, our country established an independent and relatively complete industrial system and national economic system, especially achieving breakthroughs in cutting-edge national defense technologies like "two bombs and one satellite." The original theoretical achievements and great accomplishments made by the party in socialist revolution and construction provided valuable experience, theoretical preparation, and material foundation for modernization construction.

  In the new era of reform and opening up and socialist modernization construction, our party made the historic decision to shift the focus of party and state work to economic construction and implement reform and opening up, starting a new Long March of Chinese-style modernization. How to narrow the huge gap between our country and developed Western countries in economic and technological development? How to catch up with the times and accelerate modernization? From the beginning, our party maintained a clear mind and did not simply follow Western countries like some developing countries, but emphasized starting from China's reality and walking our own path of modernization. To accelerate the advancement of socialist modernization, our party firmly adhered to the basic line of the party, vigorously promoted theoretical innovation, institutional innovation, cultural innovation, and other innovations based on practice, implemented a socialist market economy system, achieving a historic breakthrough from a relatively backward productive force to the second-largest economy in the world, and realizing a historic leap in people's lives from insufficient food and clothing to overall well-off, moving towards comprehensive well-off, providing a new vitality of institutional guarantee and rapidly developing material conditions for Chinese-style modernization.

We continuously improved our strategy, making a strategic arrangement of "two steps" to build our country into a prosperous, democratic, civilized, harmonious, and beautiful socialist modern power by the middle of this century, clarifying the overall layout of "five-in-one" and the strategic layout of "four comprehensives," and deeply implementing a series of major strategies such as the strategy of invigorating the country through science and education, the strategy of strengthening the country with talent, and the rural revitalization strategy, providing solid strategic support for Chinese-style modernization. This is because the party's leadership directly relates to the fundamental direction, future destiny, and ultimate success or failure of Chinese-style modernization.

  The party's leadership determines the fundamental nature of Chinese-style modernization. The party's nature, purpose, original mission, beliefs, and policy propositions determine that Chinese-style modernization is socialist modernization, not any other form of modernization. Our party has always upheld the great banner of socialism with Chinese characteristics, adhering to the basic principles of scientific socialism while continuously endowing it with distinct Chinese characteristics and contemporary connotations, unwaveringly following the path of socialism with Chinese characteristics, ensuring that Chinese-style modernization progresses smoothly on the correct track. Our party insists on using Marxism as the fundamental guiding ideology, continuously deepening our understanding of the laws of the Communist Party's governance, the laws of socialist construction, and the laws of human social development, constantly opening up new realms of the sinicization and modernization of Marxism, providing scientific guidance for Chinese-style modernization. Our party insists on and improves the system of socialism with Chinese characteristics, continuously advancing the modernization of the national governance system and governance capacity, forming a complete system that includes the fundamental system, basic system, and important systems of socialism with Chinese characteristics, providing a strong institutional guarantee for the steady progress of Chinese-style modernization.   3. Chinese-style modernization is the broad road to building a strong country and national rejuvenation.

  The choice of a modernization path by a country is determined by various factors such as its historical traditions, social systems, development conditions, and external environment. Different national conditions lead to different modernization paths. Practice has proven that for a country to achieve modernization, it must not only follow the general laws of modernization but also conform to its own realities and possess its own characteristics. Chinese-style modernization has both common characteristics of modernization in various countries and distinct features based on its own national conditions. The report of the 20th National Congress of the Party clearly summarizes five aspects of the characteristics of Chinese-style modernization, profoundly revealing the scientific connotation of Chinese-style modernization. This is both a theoretical summary and a practical requirement, pointing out a broad road for the comprehensive construction of a socialist modern country and the realization of the great rejuvenation of the Chinese nation.

  The broad road does not mean that it is smooth sailing. To turn the five aspects of the characteristics of Chinese-style modernization into successful practice and to transform distinct features into unique advantages requires arduous efforts.

  First, modernization with a huge population scale. This is a significant feature of Chinese-style modernization. With different population scales, the tasks of modernization differ, and their difficulty and complexity also vary, leading to development paths and promotion methods that must have their own characteristics. Currently, there are only about 20 countries entering modernization globally, with a total population of around 1 billion. With over 1.4 billion people, China is entering modernization as a whole, exceeding the total population of all existing developed countries, which will greatly change the world map of modernization. This is the largest modernization in human history and also the most challenging.

  A super-large population can provide ample HR and a vast market, but it also brings a series of problems and challenges. Just solving the food issue for over 1.4 billion people is a significant challenge. There are also issues related to employment, distribution, education, healthcare, housing, elderly care, and childcare, each of which is not easy to resolve, and each involves astronomical numbers of people. When we think about problems, make decisions, and handle affairs, we must first consider the issue of population base, taking into account the significant disparities in urban and rural development levels in our country, and we must neither aim too high nor stick to old ways. We need to maintain historical patience and adhere to a steady and progressive approach.

  Second, modernization for common prosperity for all people. This is the essential feature of Chinese-style modernization and a significant distinction from Western modernization. The biggest drawback of Western modernization is its capital-centered approach rather than a people-centered one, pursuing the maximization of capital interests instead of serving the interests of the vast majority, leading to significant wealth gaps and severe polarization. Some developing countries have approached the threshold of developed countries during their modernization process but have fallen into the "middle-income trap," remaining stagnant for a long time or even regressing severely. An important reason for this is the failure to adequately address issues such as polarization and class solidification.

  Chinese-style modernization insists on development for the people, relying on the people, and sharing the fruits of development with the people, achieving significant progress in promoting common prosperity for all people, especially since the 18th National Congress of the Party, winning the battle against poverty and lifting nearly 100 million rural poor out of poverty. Now, we have formed a complete set of ideas, systems, and policies to promote common prosperity for all people.   Third, modernization that coordinates material civilization and spiritual civilization. It is a noble pursuit of Chinese-style modernization to have both material abundance and spiritual richness. Material poverty is not socialism, and spiritual poverty is also not socialism. In the early stages of Western modernization, there was wealth accumulation on one side and a lack of faith and rampant material desires on the other. Today, Western countries are increasingly falling into difficulties, and an important reason is their inability to curb the greedy nature of capital and to solve the chronic problems of materialism and spiritual poverty.

  Chinese-style modernization must not only greatly enrich material wealth but also greatly enrich spiritual wealth, and be self-confident and self-reliant in ideological and cultural aspects. We must adhere to a dual approach, promoting the mutual coordination and promotion of material civilization and spiritual civilization, ensuring that all people always have a solid ideological foundation for unity and struggle, a proactive spirit of exploration, and a healthy and upward value pursuit. Since modern times, the modernization of Western countries has mostly gone through a stage of reckless plundering of natural resources and severe ecological destruction, often causing serious problems such as environmental pollution and resource depletion while creating enormous material wealth. Our country has a serious shortage of per capita energy resources, and accelerating development faces more constraints from energy resources and the environment, which determines that we cannot follow the old path of Western modernization.

  Chinese-style modernization adheres to sustainable development, prioritizing conservation, protection, and natural restoration, and steadfastly follows a path of civilized development characterized by productive development, affluent living, and a good ecological environment, opening up broad prospects for the sustainable development of the Chinese nation. We must firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets, adhere to the integrated protection and systematic governance of mountains, rivers, forests, fields, lakes, grasslands, and deserts, promote ecological priority, conservation, intensive, green, and low-carbon development, accelerate the green transformation of development methods, enhance the diversity, stability, and sustainability of ecosystems, and actively and steadily promote carbon peaking and carbon neutrality, supporting high-quality development with a high-quality ecological environment.

  Fifth, modernization that follows a path of peaceful development. Adhering to peaceful development, seeking self-development while firmly maintaining world peace and development, and using self-development to better maintain world peace and development, promoting the building of a community with a shared future for mankind, is a prominent feature of Chinese-style modernization. The modernization of Western countries has been filled with wars, slave trading, colonization, and plunder, bringing great suffering to many developing countries. The Chinese nation has experienced a tragic history of invasion and humiliation by Western powers, deeply understands the value of peace, and will never repeat the old path of Western countries.

  Chinese-style modernization insists on independence and self-reliance, relying on the hard work and innovative creativity of all the people to develop and strengthen itself, achieving national development by combining the stimulation of endogenous motivation with the peaceful use of external resources, without oppressing other nations or plundering the resources and wealth of other countries in any form, but rather providing support and assistance within its capacity to many developing countries. We must always hold high the banner of peace, development, cooperation, and win-win, pursue a mutually beneficial and win-win open strategy, and continuously provide new opportunities for the world with China's new development. Actively participate in the reform and construction of the global governance system, practice true multilateralism, promote the common values of all humanity, advance the implementation of global development initiatives and global security initiatives, and strive to make greater contributions to human peace and development.

  4. Chinese-style modernization has created a new form of human civilization.

  Chinese-style modernization is deeply rooted in the excellent traditional culture of China, reflects the advanced essence of scientific socialism, draws on and absorbs all the excellent achievements of human civilization, represents the direction of human civilization progress, and presents a new picture different from the Western modernization model, constituting a brand new form of human civilization. As the latest major achievement of scientific socialism, Chinese-style modernization has attracted widespread attention internationally.

  Chinese-style modernization provides a brand new modernization model for the world. Since the process of modernization in the world began with Western capitalist countries, the developed countries of today's world are mainly Western European and American countries and capitalist countries deeply influenced by Western civilization. This gives people the illusion that modernization is equivalent to Westernization, and Western civilization is modern civilization. In fact, world civilization is diverse; there is no single model of modernization, nor is there a universal standard for modernization. Chinese-style modernization breaks the myth that "modernization = Westernization," showcasing another picture of modernization, expanding the path choices for developing countries to modernize, and providing a Chinese solution for humanity's exploration of better social systems.

  Chinese-style modernization is a significant transcendence of Western modernization theories and practices. Capitalist civilization is built on the foundation of the capitalist exploitation system, which cannot overcome and eliminate the barbaric nature underlying civilization. Fundamentally, the contradiction between private ownership of production materials and socialized large-scale production is an inherent contradiction that the capitalist system cannot overcome. Although the capitalist system and the Western modernization model are constantly evolving, their inherent nature of capital supremacy, survival of the fittest, polarization, and hegemonic power has not changed at all, and its drawbacks are becoming increasingly apparent. The unique worldview, values, historical perspective, civilization perspective, democratic perspective, ecological perspective, and their great practices contained in Chinese-style modernization represent a significant innovation in the theories and practices of world modernization.

  Chinese-style modernization provides a new choice for many developing countries. Achieving modernization is the right and inevitable choice of the people of all countries in the world, and the key is to find a development path that conforms to national conditions and the laws of human social development. From the end of World War II to the early 1990s, some developing countries, disregarding their national conditions and historical contexts, blindly copied the Western model, resulting in a mismatch, with the vast majority falling into long-term economic stagnation and social and political turmoil. The "choice of path" has troubled many developing countries. The preliminary successful practices and significant achievements of Chinese-style modernization, along with the stark contrast of "the East rising and the West declining" and "China governing while the West is in chaos" since the new era, have given many developing countries new hope and new choices. Chinese-style modernization is the answer we provide to the major historical question of how to awaken the "sleeping lion" and achieve national rejuvenation, a choice to follow our own path and do our own things. We have no intention or capability to export Chinese-style modernization or the "Chinese model," but Chinese-style modernization has set an example for many developing countries to independently move towards modernization, which will inevitably be referenced by some developing countries.

 

  5. Promoting Chinese-style modernization requires properly handling several major relationships.

  Promoting Chinese-style modernization is a systematic project that requires overall consideration, systematic planning, and comprehensive advancement, and correctly handling a series of major relationships. Here, I emphasize six aspects.

  First is the relationship between top-level design and practical exploration. The report of the 20th National Congress of the Communist Party of China profoundly elaborates on the characteristics, essential requirements, and major principles of Chinese-style modernization, serving as the highest top-level design for promoting Chinese-style modernization. Chinese-style modernization is advanced in stages and across various fields, and achieving the development goals of each stage and implementing the development strategies of each field also requires top-level design. To conduct top-level design, it is necessary to deeply understand the major trends in global development, accurately grasp the common aspirations of the people, and thoroughly explore the laws of economic and social development, ensuring that the formulated plans and policy systems reflect the times, grasp regularity, and are rich in creativity, achieving a combination of long-term and short-term, top-down and bottom-up, and coordinated content. At the same time, promoting Chinese-style modernization is an exploratory undertaking with many unknown areas, requiring us to boldly explore in practice and promote development through reform and innovation, and we must not be passive or wait for opportunities. All regions and departments should innovate based on their specific realities, especially in frontier practices and unknown fields, encouraging bold exploration and taking the lead, seeking effective solutions to new contradictions and problems, and striving to create replicable and promotable fresh experiences.

  Second is the relationship between strategy and tactics. Strategy and tactics are powerful weapons for our Party to lead the people in transforming the world, changing practices, and promoting historical development. Correctly applying strategy and tactics is the secret to our Party's glorious history, achieving great undertakings, overcoming various risks and challenges, and continuously moving from victory to victory. To promote Chinese-style modernization, we must inherit, apply, and develop this successful secret well. We need to enhance the foresight of strategy, accurately grasp the inevitable trends in the development of things, and keenly perceive the opportunities and challenges that may arise on the road ahead, using scientific strategies to foresee and lead the future. We need to enhance the overall nature of strategy, planning strategic goals, formulating strategic measures, and making strategic deployments, all focusing on solving major issues related to the rise and fall of the Party and the country, where a single thread can affect the whole. We need to enhance the stability of strategy; once a strategy is formed, it should be adhered to for a long time, pursued to the end, and executed well, without arbitrary changes. To achieve this, we need to improve our political stance, establish a global perspective, keep in mind the "big picture of the nation," connect history, reality, and the future, link China with the world, and enhance our strategic thinking ability, ensuring that the strategies we formulate are practical and effective, providing strong strategic support for Chinese-style modernization. Tactics provide scientific methods for implementing strategies. The environmental conditions for implementing strategies are constantly changing, and new situations and problems arise at any moment, which requires us to organically combine the principles of strategy with the flexibility of tactics, being adaptable, responsive, and decisive, grasping strategic initiative in adapting to local conditions, responding to situations, and acting in accordance with trends.

  Third is the relationship between maintaining integrity and innovation. Maintaining integrity and innovation is an important ideological method for our Party to govern the country in the new era. Maintaining integrity ensures that we do not lose direction or make subversive mistakes, while innovation allows us to grasp and lead the times. The exploration of Chinese-style modernization is a historical process of development through inheritance and innovation within integrity. In advancing the new journey of Chinese-style modernization, we must first safeguard the essence and source, roots and soul of Chinese-style modernization, unwaveringly adhere to its characteristics, essential requirements, and major principles, uphold the Party's basic theories, basic lines, and basic strategies, and adhere to a series of major guidelines and policies since the 18th National Congress, ensuring the correct direction of Chinese-style modernization. At the same time, we must place innovation in a prominent position in the overall national development, conforming to the requirements of the times, focusing on solving major theoretical and practical issues, actively identifying changes and seeking change, vigorously promoting theoretical innovation, practical innovation, institutional innovation, cultural innovation, and innovations in other areas, continuously opening up new fields and new tracks for development, and shaping new momentum and advantages for development. We should actively create a strong atmosphere that values, encourages, and dares to innovate, allowing innovation to become a prevailing trend in society. Leaders at all levels should accelerate the transformation of outdated concepts, thinking methods, behaviors, and work methods that do not meet the requirements of innovative development, truly becoming leaders and promoters of innovation.

  Fourth is the relationship between efficiency and fairness. Chinese-style modernization must create higher efficiency than capitalism while more effectively maintaining social fairness, better achieving the balance, promotion, and unity of efficiency and fairness. We must adhere to and improve the basic economic system of socialism, unwaveringly consolidate and develop the public ownership economy, and unwaveringly encourage, support, and guide the development of the non-public ownership economy, fully leveraging the decisive role of the market in resource allocation while better playing the role of the government. We should build a unified national market, deepen the market-oriented reform of factors, establish a high-standard market system, create a market-oriented, law-based, and international business environment, continuously optimize the allocation of production factors such as labor, capital, land, and resources, and strive to improve total factor productivity. We need to accelerate the establishment of a social fairness guarantee system focused on rights fairness, opportunity fairness, and rule fairness, ensuring that the people have equal participation and development rights. We should deepen the reform of the judicial system, striving to ensure that the people feel fairness and justice in every legal system, every law enforcement decision, and every judicial case. We must eliminate the institutional and mechanism barriers that lead to class solidification and smooth the social upward channels. We should improve the basic public service system, enhance the level of public services, increase equity and accessibility, and solidly promote substantial progress in common prosperity.

  Fifth is the relationship between vitality and order. Handling this relationship well in the historical process of modernization is a global challenge. Chinese-style modernization should and can achieve a dynamic balance of being vibrant yet orderly. We need to deepen reforms in various systems and mechanisms, fully unleash the creative potential of society, and encourage scientists, entrepreneurs, artists, and other talents, especially young talents, to innovate and create. We should actively develop intra-Party democracy, safeguard the rights of Party members, and take practical and effective measures to address issues such as reluctance to take responsibility, fear of taking responsibility, and ineptitude in taking responsibility, fully mobilizing the enthusiasm of the vast number of Party members and cadres to engage in entrepreneurship. We need to strengthen the guidance of public opinion, forming a correct orientation that labor creates wealth, practical work creates achievements, and hard work creates happiness, preventing the spread of negative thoughts such as underestimating labor, seeking unearned gains, getting rich overnight, enjoying the fruits without effort, and passive complacency, fully stimulating the creative vitality of society. We should coordinate development and security, implement an overall national security concept, improve the national security system, enhance the ability to maintain national security, and firmly safeguard the security of national power, institutional security, ideological security, and security in key areas. We need to improve the level of public safety governance, enhance the social governance system, and improve the effectiveness of social governance. We should develop whole-process people's democracy, correctly handle internal contradictions among the people in the new situation, strive to resolve conflicts and disputes at the grassroots level and in their infancy, and educate and guide the people to express their interests and protect their legitimate rights and interests through rational and legal means. We must strengthen the overall prevention and control of social security, severely punish various illegal and criminal activities that the public strongly reflects, and ensure that the people live and work in peace and contentment.

  Sixth is the relationship between self-reliance and self-improvement and opening up to the outside world. To promote Chinese-style modernization, we must adhere to independence and self-reliance, placing the development of the country and nation on the foundation of our own strength, firmly grasping the fate of our development and progress in our own hands. We need to accelerate the construction of a new development pattern, achieve internal circulation, and attract global resources and factors relying on our super-large-scale market advantages, enhancing the linkage effects of domestic and international markets and resources. We must maintain economic security, especially food security, energy security, and the security of industrial and supply chains. We should improve the new type of national system, strengthen the national strategic scientific and technological strength, orienting towards national strategic needs, gathering strength for original and leading scientific and technological breakthroughs, and resolutely winning the battle for key core technologies. We need to continuously expand high-level opening up, improve the quality and level of trade and investment cooperation, steadily expand institutional openness in rules, regulations, management, and standards, promote high-quality development of the Belt and Road Initiative, optimize the layout of regional opening up, implement a strategy to enhance free trade pilot zones, expand a high-standard free trade zone network facing the world, deeply participate in global industrial division of labor and cooperation, maintain a diverse and stable international economic pattern and trade relations, and expand the development space for Chinese-style modernization.

 

  6. Promoting Chinese-style modernization must involve great struggles.

  Daring to struggle is the inherent political gene of our party and a distinctive character honed over a century. Our party has created a glorious history through struggle, and we must rely on struggle to open up a bright future. Promoting Chinese-style modernization is a pioneering undertaking without precedent, and it will inevitably encounter various foreseeable and unforeseeable risks and challenges, difficulties, and even turbulent waves. We must enhance our awareness of potential dangers, adhere to bottom-line thinking, be vigilant in times of peace, prepare for the unexpected, dare to struggle, and be good at fighting, opening up new horizons for career development through tenacious struggle. History has repeatedly proven that seeking safety through struggle ensures safety, while seeking safety through weakness and concession leads to the loss of safety; seeking development through struggle leads to prosperity, while seeking development through weakness and concession leads to decline. This is the reason I repeatedly emphasize the need to promote the spirit of struggle.

  We must maintain strategic clarity and be aware of various risks and challenges. Currently, our country's development has entered a period where strategic opportunities coexist with risks and challenges, and the number of uncertain and unpredictable factors is increasing. The risks and challenges we need to address and the contradictions we need to prevent and resolve are more severe and complex than ever before. Internationally, the world is undergoing unprecedented changes, the impact of the pandemic is profound, anti-globalization sentiments are rising, unilateralism and protectionism are clearly on the rise, the world economy is struggling to recover, the Ukraine crisis remains unresolved and has spillover effects, and the world is entering a new period of turmoil and transformation. Domestically, our country's reform, development, and stability face many deep-seated contradictions that cannot be avoided or circumvented. It is a daunting task to better coordinate epidemic prevention and control with economic and social development. Economic development faces threefold pressures of shrinking demand, supply shocks, and weakening expectations, with numerous risks and hidden dangers affecting social stability. Various "black swan" and "gray rhino" events may occur at any time. Within the party, some deep-seated issues have not been fundamentally resolved, and there is always the possibility of old problems resurfacing. A slight relaxation may lead to a resurgence, and new problems continue to emerge. The party faces the "four major tests" and "four types of dangers" that will exist for a long time, especially as the construction of party conduct and the fight against corruption still face many stubborn and frequent issues. The party's self-revolution is always ongoing, and we cannot relax our governance of the party for a moment. Regarding these risks, challenges, and contradictions, we must be particularly clear-headed, always maintain a state of readiness, and never be complacent or feel secure.

  We must maintain strategic confidence and enhance our fighting spirit. Where does this confidence come from? It comes from our increasingly solid foundation, and more importantly, from our firm ideals and beliefs, our persistent pursuit of truth, and our unwavering commitment to the party's original mission. In the face of encirclement, suppression, and oppression, we should fight with confidence because we always stand on the right side of history, on the side of human civilization's progress, promoting the construction of a world of lasting peace, universal security, common prosperity, openness, inclusiveness, and beauty, playing a constructive role in maintaining world peace and regional stability, walking the righteous path, and engaging in just causes. In contrast, hegemonism, power politics, unilateralism, and protectionism go against the trend of the times, lack popular support, and are doomed to fail. In the face of contradictions and problems in reform, development, and stability, we must rise to the challenge and overcome difficulties because our cause has always advanced by resolving contradictions. Only by opening roads when encountering mountains and building bridges when meeting water, with an unwavering spirit to break down all obstacles and eliminate all hindrances, can we promote steady and far-reaching progress in our cause. Similarly, in addressing prominent issues within the party, we must be bold in management and strict in governance because comprehensive and strict governance of the party is a great practice of self-revolution and the fundamental way to maintain the advanced nature and purity of the Marxist party. Only by enforcing strict requirements, education, management, and supervision can we maintain the party's unity and ensure it remains vibrant.

  We must maintain strategic initiative and enhance our fighting skills. Senior officials must possess strong risk insight and foresight, which means having the ability to sense the approach of danger, such as knowing when deer pass by by the rustling of grass and leaves, sensing the arrival of tigers by the wind in the pines, and recognizing the changing colors of leaves to understand the autumn of the world. Currently, various risks and hidden dangers are highly interconnected, strongly linked, and quickly transmitted. A slight misstep may produce a "butterfly effect," where small risks can evolve into large risks, localized risks can become systemic risks, and economic and social risks can turn into political risks. Therefore, we must have a panoramic view of risks and hidden dangers in all fields and aspects, frequently analyze and assess, scientifically predict potential risks, prepare sufficient tools, and make proactive moves. We cannot only focus on the risks and hidden dangers in our own departments and regions while neglecting those in other areas, nor can we be complacent about the current lack of issues while being unaware or late to recognize long-accumulated risks. Once risks arise, we must act quickly and decisively, taking command and making prompt decisions. We must not allow small issues to escalate or major issues to explode. We should pay attention to fighting strategies, not compromise on principle issues, while also focusing on tactical applications, responding to challenges as they arise, and when necessary, taking the initiative to strike first and actively shape a favorable fighting situation. We must enhance our capabilities, allowing leaders, especially young officials, to learn to swim while swimming, undergoing rigorous ideological tempering, political training, practical exercises, and professional training, experiencing storms and gaining insights in the severe and complex struggles, strengthening their resolve and enhancing their skills. We should focus on assessing and identifying officials in the context of severe and complex struggles, supporting and encouraging those who dare to fight, take responsibility, and manage well without fear of offending others, and boldly use those who are recognized.

  Promoting Chinese-style modernization is a long-term task, and there are many aspects that require us to deepen our understanding. We need to further strengthen theoretical research and practical exploration, making our understanding, policies, and measures more in line with objective laws, thereby gradually entering the "kingdom of freedom" in the construction of Chinese-style modernization.
