Employment is the most basic livelihood issue, closely related to the immediate interests of the people, the healthy development of the economy and society, and the long-term stability of the country. Our party has always attached great importance to this. Since the 18th National Congress of the Communist Party, the Central Committee has insisted on placing employment work in a prominent position in governance, strengthening employment priority policies, improving employment promotion mechanisms, and effectively responding to external pressures and internal difficulties, especially the severe challenges posed by the COVID-19 pandemic. An average of 13 million new urban jobs are created annually, and the urban survey unemployment rate remains at a low level, achieving relatively full employment in a country with a population of over 1.4 billion, providing important support for improving people's livelihoods and economic development. In this process, we have continuously deepened our understanding of the laws of employment work in the new era, accumulating many experiences, mainly including: adhering to the party's comprehensive leadership over employment work, insisting on employment as the foundation of people's livelihoods, implementing an employment priority strategy, relying on development to promote employment, combining the expansion of employment capacity with the improvement of employment quality, focusing on key groups' employment, promoting entrepreneurship to drive employment, creating a fair employment environment, and building harmonious labor relations, among others. These experiences are very valuable and should be adhered to and continuously enriched and developed in the long term.
At the same time, it should be noted that employment work still faces many prominent contradictions and problems. Our country's development has entered a period where strategic opportunities coexist with risks and challenges, and the pressure to stabilize growth and employment always exists; the trends of declining birth rates, aging population, regional population changes, and the digital transformation of the economy are gradually deepening their impact on employment, with structural employment contradictions becoming increasingly prominent; the people's demand for a high-quality life is growing, and improving employment quality has become an urgent wish of workers.
The 20th National Congress of the Communist Party scientifically grasped the new changes in the employment situation, responded to the new expectations of the people, and focused on solidly promoting high-quality development and common prosperity for all people, making significant deployments to promote high-quality and full employment. At the macro level, high-quality full employment mainly includes sufficient job opportunities, fair employment environment, optimized employment structure, efficient matching of jobs and people, and harmonious labor relations; at the micro level, high-quality full employment is mainly reflected in that workers not only have work but also have stable jobs, reasonable income, reliable security, and job safety. Of course, this is a high requirement and a gradual process that must be pursued to the best of our ability; it is necessary to fully mobilize the enthusiasm, initiative, and creativity of the people, guiding everyone to create a happy life through hard work, rather than expecting to gain without effort.
Promoting high-quality full employment is the new positioning and mission of employment work in the new era and on the new journey. We must adhere to a people-centered development philosophy, fully implement the policies of workers' independent employment, market-regulated employment, government-promoted employment, and encouragement of entrepreneurship, based on promoting high-quality development, guided by the employment priority strategy, using strengthened employment priority policies as a tool, and driven by deepening reforms in the employment system and mechanisms, continuously promoting effective improvements in the quality of employment and reasonable growth in quantity, and constantly enhancing the sense of gain, happiness, and security of the vast number of workers, providing strong support for comprehensively advancing the construction of a strong country and the great rejuvenation of the nation through Chinese-style modernization. Here, I emphasize five points.
First, always prioritize employment.We must unswervingly implement the new development concept, consciously prioritize high-quality full employment as a goal of economic and social development, making the process of high-quality development a process of improving and expanding employment, enhancing the employment-driving force of development. We should develop new productive forces suited to local conditions, transform and upgrade traditional industries, cultivate and expand emerging industries, layout and build future industries, improve the modern industrial system, and strive to create more high-quality job opportunities. Support the development of industries and enterprises with strong employment absorption capacity, stabilizing and expanding employment capacity. In accordance with new trends in economic and social development and the new expectations of the people for a high-quality life, we should continuously refine and optimize social division of labor, vigorously develop new business formats and models, actively explore and cultivate new occupational sequences, and develop new employment growth points. We need to strengthen the assessment of the impact of major policies, major projects, and major productive layouts on employment, promoting coordination and synergy between fiscal, monetary, investment, consumption, industrial, regional policies, and employment policies, and building an employment-friendly development model.
Second, focus on solving structural employment contradictions.The mismatch between supply and demand in human resources is the main contradiction currently facing our employment sector. To solve this contradiction, the key lies in accelerating the formation of high-quality, abundant, optimized, and reasonably distributed modern human resources. We must adapt to the new round of technological revolution and industrial transformation, scientifically assess the trends in human resource development, coordinate education, training, and employment, dynamically adjust the structure of higher education majors and resources, vigorously develop vocational education, improve the lifelong vocational skills training system, promote the integration of vocational and general education, industry and education, and science and education, enhancing the foresight, relevance, and effectiveness of human resource development. Improve the supply-demand matching mechanism, striving for job-person fit, utilizing strengths, and maximizing talents, to enhance employment quality and stability. Strengthen publicity and education, guiding the whole society to firmly establish a correct view of employment, creating a favorable public opinion atmosphere and inclusive social environment that promotes employment and entrepreneurship, such as "no profession is superior or inferior, labor is respected," "in every profession, there are outstanding talents," and "employment at the grassroots level is equally brilliant," to open new avenues for employment with new employment concepts. Analyze the reasons for significant labor shortages in some industries, find effective ways to fill the gaps, and start from solving the problem of "having work but no one to do it" to address the issue of "having people but no work to do."
Third, improve employment support policies for key groups.We must prioritize the employment of youth groups such as college graduates, developing more job opportunities that leverage their skills, encouraging young people to engage in employment and entrepreneurship in key fields, key industries, urban and rural grassroots, and small and micro enterprises, broadening market-oriented and socialized employment channels, and ensuring overall stability in youth employment levels. In conjunction with promoting new urbanization and comprehensive rural revitalization, we should balance out-migration employment and local employment, taking multiple measures to promote the employment of migrant workers, focusing on guiding out-migrating talents to return home and urban talents to start businesses in rural areas. Stabilize the scale of employment and income for the population lifted out of poverty, preventing large-scale return to poverty due to unemployment. Strengthen support for groups facing employment difficulties, such as older workers, the disabled, and those unemployed for a long time, implementing employment assistance measures, making good use of public welfare positions, and ensuring that zero-employment families are dynamically cleared. Ensure good employment work for veterans, women, and other groups.
Fourth, deepen reforms in the employment system and mechanisms.We must fully leverage the decisive role of the market in the allocation of human resources, better play the role of the government, and focus on solving the bottlenecks that restrict the improvement of employment quality, expansion of employment capacity, and optimization of employment structure. Improve the public employment service system, creating a comprehensive employment public service system that covers everyone, spans the entire process, radiates all areas, and is convenient and efficient, enhancing the accessibility, equality, and professionalism of public employment services. Improve the guarantee system for promoting entrepreneurship to drive employment, optimize entrepreneurship services, and enhance the quality of entrepreneurship. Establish a unified and standardized human resources market system, create a fair employment environment, and resolutely eliminate institutional and mechanism barriers that affect the flow of labor and talent, ensuring that everyone has the opportunity to achieve personal development through hard work.
Fifth, strengthen the protection of workers' rights and interests.We must improve labor laws and regulations, standardize labor standards for new employment forms, enhance the social security system, and protect workers' legal rights and interests in terms of labor remuneration, rest and leave, labor safety, skills training, social insurance, and benefits. Strengthen the protection of rights and interests for flexible and new employment form workers, expand pilot programs for occupational injury protection, and promptly summarize experiences to form systems. Strengthen market supervision and labor protection law enforcement, effectively addressing issues such as employment discrimination, wage arrears, and illegal layoffs.
Employment is a family matter, but it is also a national matter. Party committees and governments at all levels must treat employment as a top priority in people's livelihoods, strengthen organizational leadership, improve systems and mechanisms, and enhance collaborative efforts. We must accelerate the construction of a Chinese employment theory system, actively tell the story of Chinese employment, and effectively enhance our country's international discourse power and influence in the field of employment.
