Conveying and Studying the Spirit of the Sixth Meeting of the Central Committee for Comprehensively Deepening Reform

Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, President of the State, Chairman of the Central Military Commission, and Director of the Central Comprehensive Deepening Reform Committee presided over the sixth meeting of the Central Comprehensive Deepening Reform Committee on the morning of August 29 and delivered an important speech. He emphasized that the further comprehensive deepening of reforms is based on the comprehensive deepening of reforms in the new era and has a solid foundation and favorable conditions. It is necessary to make good use of the existing reform achievements and important experience, emancipate the mind, seek truth from facts, keep pace with the times, seek truth and be pragmatic, fully mobilize the enthusiasm of all parties, and do a good job in the organization and implementation of reform tasks.

The meeting examined and adopted documents such as the Plan for the Division of Labor of the important Reform measures of the relevant departments of the Central and State organs to implement the decision of the third Plenary session of the 20th CPC Central Committee, and the opinions on the implementation of the Promotion Strategy of the Free Trade pilot Zone.

The meeting stressed that the third Plenary session of the 20th CPC Central Committee made comprehensive arrangements for further comprehensively deepening reform and identified more than 300 major reform measures. We must adhere to the centralized and unified leadership of the Party Central Committee over the reform and strictly implement the system of requesting instructions and reporting. The strategic focus and priority direction of quasi-reform should be set, and the sequence, rhythm and timing of reform measures should be reasonably arranged. Reform should be more closely integrated with economic and social development, and landmark reform measures should be accelerated. It is necessary to strengthen the integration of reform systems, enhance the consistency of reform policy orientation, take the initiative to assess the impact on economic and social development, and form a joint force for reform and development.

The meeting pointed out that it is necessary to optimize the reform and promote the implementation mechanism and strengthen the overall coordination of major issues. All leading units and participating units must dare to take responsibility, work hard, strengthen the investigation and demonstration of major reforms, and formulate reform organization and implementation plans. It is necessary to strengthen the work of reform supervision, evaluation and inquiry, inspection and inspection, and test the reform with the actual results and the satisfaction of the people.

The meeting emphasized that since the 18th National Congress of the Communist Party of China, the 22 pilot free trade zones deployed by the Party Central Committee have launched a large number of landmark and leading institutional innovations, effectively playing the role of a comprehensive experimental platform for reform and opening up. Implement the deployment of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and implement the promotion strategy of the free trade pilot zone. The purpose is to carry out exploration in a wider field and at a deeper level, and realize the level of institutional opening of the free trade pilot zone, the effectiveness of systematic reforms, and the open economy. The quality is comprehensively improved. We should adhere to the high-level opening-up as the guide, take institutional innovation as the core, encourage the first trial, carry out innovative and integrated exploration, promote the innovation and development of the whole industrial chain, enhance the comprehensive competitiveness of foreign trade, promote the liberalization and facilitation of investment, and promote the policy system focusing on trade, investment, capital flow, transportation, free and convenient personnel exchanges and the safe and orderly flow of data. It is necessary to coordinate development and security, steadily expand rules, regulations, management, standards and other institutional openness, and enhance risk prevention and control capabilities.
